This is an antique Japanese military sake cup, decorated with a pair of flags with an insignia of the Imperial Guard in the center, with the words "Japan Germany War Commemoration". This is a reference to Japan's involvement in WW1 where it invaded Germany territories. The cup is made of some type of bronze.
