This is an antique Japanese lacquer sake cup, decorated with a chrysanthemum with the word "Discussion" in the center - this is the first character for the Imperial Diet (literally Discussion Meeting). The words on the back are "Imperial Diet Opening 50th Year Anniversary" and "Showa 15th Year November 29th".
