This is an antique Japanese army sake cup, decorated with a picture of a few soldiers attacking a Chinese city wall, with two cherry blossoms on top and the words "China Incident Commemoration" "40th Infantry". The exterior of the cup has a landscape painted on it and the words at the bottom are "kutani" which is the name of the kiln that made this cup.
