This is an antique Japanese military sake cup, decorated with a helmet on top of a map of Manchukuo, and a pair of flags on the left. The words are "Manchuria Incident Victorious Return Commemoration". 

Condition: Excellent - there were some words, probably a unit number, under the map but it's now faded
