This is an antique Japanese army sake cup, decorated with a flag and a pair of cherry blossoms with a red cross on top. The words on it are "Shanghai Dispatch Commemoration" and the words on the left are "Medic Department". Usually the phrase "Shanghai dispatch" refers to the Shanghai Incident of 1932 when Japan had a brief hot war with China to help provide a casus belli for its conquest of Manchuria.
