This is an antique Japanese military sake cup, decorated with an anchor insignia and a flag of the navy, with the words "Navy Term Fulfillment Commemoration". The exterior of the cup is in the shape of a helmet with a naval ensign (off-center sun with rays) as the base. The sailor's name Yokoyama is also written on the cup. Interestingly the front of the helmet has an army star.
