This is an antique Japanese sake cup, decorated with a number of flags. Among the ones recognizable are the Union Jack, the Stars and Stripe, the Korean flag, and of course Japanese flags and the navy flag. There are also a couple flags I don't recognize - a green/yellow/green one and one with a blue cross in the center with a red background. Given the Korean flag this cup pre-dates 1910, most likely from the Russo Japanese war period. The words are "Empire Banzai".
