This is an antique Japanese military sake cup, decorated with a badge for the Order of Rising Sun in the center. The words are "Award" "Congratulations Meiji 25th Year Military Banner Celebration". This dates to 1892, even before the first Sino Japanese war, and is one of the earliest if not the earliest dated military themed cup I've seen - 125 years old, and in beautiful condition. I'm guessing someone was given an Order of Rising Sun award at this celebration.
