This is an antique Japanese military sake cup, decorated with an anchor, a flag, and the words "Shanghai Incident Victorious Return Commemoration". The sailor's name Hirano is on the back. This refers to Japan's attack on Shanghai that eventually set up the Manchukuo. Navy related items for the Shanghai incident is fairly rare, as only a small number of troops were involved - a few thousand SNLF troops plus some ships, mostly cruisers and smaller vessels.
