This is an antique Japanese military sake cup, decorated with a ship's profile, a flag, and cherry blossom, with an anchor around the whole image. The words are "Navy Base Construction Unit Commemoration". The name for the unit here is the one established after the beginning of WW2 - before it was just the construction platoon, upgraded to construction unit at the beginning of the war around 1941.
