This is an antique Japanese military sake cup, decorated with an anchor, flag, and a propeller - suggesting the soldier was involved in propulsion areas of the ship. The words are "Warship Haruna Return Home Commemoration" and the sailor's name Komatsuzaka is on the back. It's not totally clear which trip this would be from where the ship returned from - possibly it's expedition to Siberia.
