This is an antique Japanese military sake cup, decorated with a flag, anchor, and in a spyglass, a profile of what is obviously a Japanese cruiser. This is pretty unusual - while this is a frequently seen design, the ships are almost always a battleship with the tall pagoda bridge. Cruisers are almost never seen on these cups. The words are "Short Term Service Personnel" "Term Fulfillment Commemoration" and the sailor's name Akasuka is on the back.
