This is an antique Japanese military sake cup, decorated with a pair of flags and a kiri, with a chrysanthemum on top. The unique thing about this cup is that one of the flags is the personal standard for the emperor - the red background flag with the chrysanthemum. Usually it's the Hinomaru you see on these cups. The soldier's name Machigawa is on the back.
