This is an antique Japanese military sake cup, decorated with a phoenix on the front with two banners, and the words "Imperial Enthronement Commemoration". The words on the back are "Warship Kongo". This could've been either the Taisho enthronement of 1914 when Kongo was brand new, or the Showa enthronement in 1928. The rim was probably silver colored and shaped like the imperial mirror, one of the three sacred treasures representing imperial authority.
