This is a rare antique Japanese navy sake cup, decorated with the naval insignia, a flag, and a plane on the right. The words are "Navy Term Fulfillment Commemoration". The person's name Katayama is on the back. The plane suggests this person worked in relation to the naval air service. Naval air service cups are pretty rare - they were a very small service (compared to the army).
