This is an antique Japanese military sake cup, decorated with a photo transfer picture of Admiral Togo Heihachiro. I don't think he needs any introduction - the victor of the Battle of Yellow Sea and Tsushima, Japan's Nelson, and basically the man who cemented Japan on its militaristic path for the first half of the 20th century. The words on the front are "Admiral Togo" and on the back "Sole rights for sale - Kutani Hayashiya", the name of the maker.
