This is an antique Japanese military sake cup, decorated with a photo transfer of the picture of General Nozu Michitsura, who was the commander of the 4th army during the Russo Japanese War. He was promoted to Field Marshal for his work after the war. The words on the cup are "General Nozu" and on the back "Sole rights for sale - Kutani Hayashiya", the name of the maker.
