This is an antique Japanese military sake cup, decorated with an army flag and a badge of the Order of Rising Sun. The words are "Temporary Korea Dispatch Commemoration". The word used here for Korea (Kan) is for the Korean Empire before it got annexed in 1911. The temporary dispatch is usually referring to the suppression of rebellions in Korea during this period of early Japanese control.
