This is an antique Japanese military sake cup, decorated with hand carved words "Qingdao Garrison Commemoration". The cup is made of pewter. The city was handed over to Japanese control for a few years after WW1 as part of the Treaty of Versailles settlement, but was reverted back to China in 1922. The cup likely came from those four years - it's quite uncommon to find cups naming Qingdao specifically. The Japanese took it over because Germany, which previously controlled Qingdao, gave it up after WW1 and their possessions were given to Japan.

Condition: There are some surface stains and the pewter, being soft, is a bit uneven
