This is an antique Japanese military sake cup, decorated with two flags - one the Stars and Stripes and the other is the Japanese navy flag (the sun is offset from center). The words around the rim seem to be "America Visit" and in the middle "Commemoration" and the sailor's name Asano. This is probably for a sailor who visited the US on a long distance tour for one of the cruisers that used to do this.
