This is an antique Japanese military sake cup, decorated with a cherry blossom on the front. The words on the back are "Iida Regiment Headquarters" "Establishment Ceremony Commemoration". It's not clear which unit it is - Iida is the name of the unit commander, but it's a fairly common name so it's hard to say for sure. There are plenty of cups for people retiring from units and what not, but it's quite rare to find a regiment establishment commemoration cup.
