This is an antique Japanese military sake cup, decorated with a ship's profile inside an anchor and flag pattern. The words are "Navy Base Construction Unit Commemoration". The name for the unit here is the one established after the beginning of WW2 - before it was just the construction platoon, upgraded to construction unit at the beginning of the war around 1941. The exterior of the cup is in the shape of a helmet with the word "loyalty" as the base.
