This is an antique Japanese military sake cup, decorated with a pair of flags and an insignia of the railroad unit. The words are "Victorious Return Russia Conquest Commemoration". The words on the back are "Ad-hoc Railroad Battalion" and the soldier's name Hashimoto. This is before the railroad units became regiments - the first railroad battalion was set up in 1896 and the second one wasn't up until after the Russo Japanese war was over. It was a small unit at this point and it's pretty rare to find railroad unit cups this early.
