This is an antique Japanese military sake cup, decorated with a pair of flags, a kiri, and a poem around the rim. The words are "Russia Conquest Navy Sailor" and the sailor's name Takamatsu on the back. It is actually quite rare to have cups commemorating the navy specifically for the Russo Japanese war - it was a very small service compared to the literal million of soldiers in the army.
