This is an antique Japanese military sake cup, decorated with a pair of flags, a star, and the words "Russo Japanese Victorious Return Commemoration" "Spreading the Glory of the Nation". The words on the back are "Meiji 37/38th Years War". The cup is made of metal - this is usually a gilted copper cup.
