This is an antique Japanese navy commemorative plate. It's made of blue and white porcelain with a nice pattern that has a battleship in the middle. I'm guessing this is a Russo-Japanese War victory commemorative plate, since more of those were made, although looking at the image now I also wonder if it might not be for the Sino-Japanese War of 1895 - the ship's shape seems to be more in line with those ships than, say, a Mikasa. The phrase on the plate is "Naval Victory Commemoration".
