This is an antique Japanese military sake cup, decorated with a pair of flags, with a golden kite in the center, and supported by a chrysanthemum wreath. The words are "Victorious Return Congratulatory Celebration Party Commemorative Cup". The words on the back are "Kaito Township Righteousness and Bravery Association". It doesn't say which war it's for, but this is most likely for the Russo Japanese War.
