This is an antique Japanese military sake cup, decorated with a pair of nicely detailed flags, and the words "Russia Conquest Commemoration" and "Yoshiyamabara Award-soldier Meeting". This kind of meeting/gathering was common after the Russo Japanese war to welcome back the soldiers who returned and give them a good time.
