This is an antique Japanese military sake cup, decorated with a pair of flags, a wreath, and a badge of the Order of Golden Kite on top. The words are "Victorious Return Commemoration Cup" and on the back "Meiji 37/38th Years War" which refers to the Russo Japanese War. The cup is made of some kind of alloy.
