This is an antique Japanese military sake cup, decorated with a pair of flags and a star. The words are "Russia Conquest Commemoration" and the middle row are three words that should mean "Guards ill/wounded transport". The soldier's name Kitazawa is at the bottom. I think this suggests commemoration for a wounded transport unit of the imperial guards.
