This is an antique Japanese military sake bottle, decorated with a cherry blossom and a collar tab in blue, meaning transport, and the number "17". The words are "Furlough Commemoration". The bottle is in a pretty unusual shape and is made of a red clay - looks to me like a Bizen or Tokoname ware, two traditional Japanese pottery kilns.
