This is an interesting antique Japanese military sake cup, decorated with a picture of a modern looking building with a flag on it and a star. This is most likely the regimental HQ of the regiment, which as the bottom says is "3rd Infantry" "Commemoration". The solider's name Sato is on the back. Often you see depictions of the gate of the buildings, but not usually the actual building itself, which is pretty unusual.
