This is an antique Japanese military sake cup, decorated with a chrysanthemum in the center, with the words "Imperial Vessel Commemoration" "Crown Prince". This refers to the future emperor Hirohito, who at the time was already regent as his father was mentally and physically incapable of rule. The words on the back are "Taisho 15th Year May 5th" and "Warship Nagato". This would be a reference to when the battleship Nagato served as the vessel carrying the emperor (or in this case, the crown prince) during a naval review.
