This is an antique Japanese military sake cup, decorated with an embossed naval insignia plus two flags - one the sun with rays and one the naval flag. The words on top are "Great Japanese Navy". There's a little hole you can see on the edge of the cup - that's a whistle. The hole on the bottom in the middle of the naval insignia is the other hole for the whistle. When you drink from the cup and suck air through the hole on the edge, it will make a whistling sound. These cups are quite rare.
