This is an antique Japanese military sake cup, decorated with a nicely detailed Meiji era soldier in his uniform in a photo transfer. The words on the cup are "Discharge Commemoration" and the name is Aki. Given it's a discharge cup, the guy probably survived and this was a way to commemorate his service.
