This is an antique Japanese military commemorative plate, decorated with a nicely detailed picture of a building with a stele in front. The words on the stele are "Shuishiying Meeting Building" and the big words underneath are "Shuishiying" - literally naval camp. Shuishiying is an area of the city of Port Arthur, and this is the building at which the Russian forces surrendered after the siege of Port Arthur during the Russo Japanese war. The building still exists as a historical monument - first kept by the Japanese as a symbol of their victory, then by the Chinese as a symbol of imperial aggression (see photo).
