This is an antique Japanese military sake cup, decorated with an anchor, and the words "Sasebo Naval Arsenal Draft Commemoration" and the person's name Mitsui. This is quite possibly a civilian who was drafted to work in the Sasebo Naval Arsenal. It's quite rare to see anything related to the Sasebo Naval Arsenal - I have only ever sold one item related to it.
