This is a very rare Japanese lacquer sake cup, decorated with a pair of flags, one of which is the Union Jack. The words on top are "Return to the Country Commemoration". Under the flags are "Ta. Shi no i. Ki". I can't quite figure out what that's supposed to mean - the periods should be stop of some kind denoting different words, but I have yet to decipher its meaning. In any case, cups with the Union Jack on them are pretty rare and ones with roman alphabets are extremely scarce.
